About the Sangguniang Panlungsod

The Sangguniang Panlungsod (SP), also known as the City Council, is the legislative body of the City Government of Calbayog. We are committed to fostering a progressive, safe, and sustainable city that serves the best interests of all its residents.


As defined by the Local Government Code of 1991 (Republic Act No. 7160), the Sangguniang Panlungsod is responsible for enacting ordinances, approving resolutions, and appropriating funds for the general welfare of the city. Essentially, we are the branch of the city government that creates the local laws and policies.


The Sangguniang Panlungsod is presided over by the City Vice-Mayor, Rex M. Daguman. It is composed of twelve (12) duly-elected Sangguniang Panlungsod Members, along with the President of the Liga ng mga Barangay and the President of the Pederasyon ng mga Sangguniang Kabataan (SK) who serve as ex-officio members.


Supporting the legislative body is the Sangguniang Panlungsod Secretariat, headed by the SP Secretary, Ma. Elena Dacuro Cortado. The Secretariat plays a vital role in ensuring the efficient and orderly conduct of legislative proceedings, including the preparation of agendas, documentation of sessions, and safekeeping of official records and ordinances.

Regular Sessions

Regular sessions are scheduled meetings where the Sangguniang Panlungsod conducts its official business, deliberates on proposed legislation, and addresses matters of public concern. These sessions follow a predetermined schedule and are open to the public in accordance with transparency regulations.

All ordinances and resolutions passed during regular sessions become part of the official legislative record of Calbayog City. New sessions are added regularly as the legislative body continues its work.
